Prof Ross Anderson, a Cambridge academic, told the MPs that more money should go to law enforcement and less to the intelligence agencies, as the threat is primarily from a small number of prolific criminal gangs. While the cyber-security budget went up by £640 million two years ago, more than half went to GCHQ and only a few million to the police.
