But the site is based in Riga – the Terebin brothers are graduates of the Latvian capital’s International School of Economics – and is governed by Latvian laws. It takes its domain name, .fm, from the Federated States of Micronesia, a group of islands in the Pacific, as it is supposedly “global and inclusive” in its appeal.
